A proper radio spectrum policy could assure the circulation of information, improve the developmentof society and keep the balance between public and private rights. The purpose of this research is to propose a spectrum management strategy for Taiwan. The spectrum management of advance countries are reviewed and studied in this research. It is suggested that radio spectrum policy is adjusted dynamically according to the need of the society or country. Meanwhile, in the development of the policy, three stages are suggested. The first stage is to maintain the order of radio spectrum. The second stage is improving the resource usage efficiency, and the third stage is promoting the telecommunication industry with international competition ability.
