However, It is virtually impossible to accomplish this continually when isolated in design a school administration information system without combined with a wealth of "how-to''s " to put the educational quality improvement infrastrructure into action. The approach taken be the author isto put such a philosophy and methodology named Total Quality Mangement (TQM) which popularized by business or industries in the West into the design of a school administration information system. By applying Deming''s Plan-Do-Check-Action(PDCA) cycle model, we then devise a TQM-Basedinformation infrastructure for school administration.Based on such an infrastracture, a prototypesystem had been developed. Through statistical analyses, it was found that: Good as their school administration information system are, however, the providedservice have not taken hold, for lack of some form of user education and so on. Therefore, more than20% usre can not overcome the bottlenecks in constraining user participation. In this studies related to the school administration, it indicates that TQM match very well with internal customers'' expectation. the ratio of teachers'' satisfaction on current school administration supportlimits to less than 50% part. On the other hand, no more than 40% ratio appeals to negative responses to the school administration trend toward TQM. In order to deliver high quality service to parents, the empirical study have provided evidences that management of school administration will provide more direct substantial participation to parents. By applying TQM-Based inforamtion infrastructure for school administration, such a prototype system was developed andimplemented. Furthermore,A use of the system''s prototype have provided much evidences that TQM-Based school administration information system could bring the framework and perspective needed for effective improving the school administration processes and meet its customers'' needs or expectations. To play such important role, the practical approach taken focuson providing a sufficient condition for ensuring total quality in its ongoing processes.
