In order to ensure effective use of national universities' resources better, invest national resource to education, improve the interaction between unicersities and society, reduce government's expenditure in education, lay the foundation of higher education development, the Ministry of Education plans to pursue the national university fundraising policy. However the main and traditional missions of national universities are teaching, research, and service; they have no experience in fundrasing. So as the policy being implemented, national universities will face a tough task. The problem of evaluating financial resources acquisition proposals is a mixed multi-criteria decision making problem. The problem is complex and cannot be solved using intuitive judgment. Moreover, proposals evaluation is a group decision activity; it may encompass many negotiation problems that are difficult to deal with. For this reason, this research develops a prototype groyp decision support system to help the decision making activities. Through using the system's prototype, the proposal evaluation committee members can better understand the essence of financial resources acquisition problems as well as the decision making process. Members can also learn how to use decision tools and models to ecaluate alternatives rationally and to improve the decision quality A trial use of the system's prototype was conducted by a group of potential users. The results have show that the users all have a positive attitude to the system. This serves as an evidence of the system's achieving its goals: helping decision maker to resolve financial resources acquisition evaluating problem and improving decision quality and effectiveness.
