plays the roles of producer and protector,it educates and
raises the generations,and has the functions of entertainment
and religion.Along with rapid industrialization,social diversi-
fication and commercial over-development,the functions and
roles of family has changed.France started to take the system
of fami- lies'' allowances into the social security system from
the 1930s to complement the roles of family and has highly
developed expe- riences of family policy,so I decieded to study
it by utilizing the retrospective information on this subject,
introducing its history, concept and also its further
development with the hope that this might be of help to those
who are making research along this field. There are four
chapters:(1)Definition of con- cept and objectives of family
policy and introduction on its developed history which is
divided into five periods.(2)Analysis of the real contents of
French family policy,including three parts:fiscal aid,families''
allowances and social services;Dis- cussion on the
administrative and fiscal structure of French family policy.(3)
Comparison of the family policy of France with other members
states of European Union; Emphasis on similarities and
differences of these countries'' family policy can help figure
out how European Union will coordinate and integrate the family
in favor of every family.(4)Evaluation on how French family
poli- cy is being implemented,and discussion on what problems
France has to face and on how to resolve them. In the future,
for French government,the most important issue must be to
revaluate its functions and goals,to reexamine how it is
implemented,and to harmonize with the other members states of
European Union in this field.
