Is it also true that resource allocation for Child Welfare in R.O.C is unfair? This paper would like to examine this question. The concept of distributive justice is utilized to eval- uate the fairness of resource allocation for Child Welfare. In accordance with distributive justice, the analysis focuses on three area below: 1. To investigate, in comparison with the other government''s spending on the Child Welfare programs grows reasonably. 2. To discuss whether the delivery of government''s Family Aid Subsidy can maintain those children, who are in low income family, the minimum need in economy. 3. To investigate whether public or authorized private Child Welfare Service programs are enough in quantity. Further, whether the most underpriviliged children are considered the first to be served. Through these investigations, the paper concludes that Child Welfare in R.O.C has long been neglected by policy makers to a grest extent: First, contrary to other social welfare programs, the budget on Child Welfare has been diminishing, Which owing to the power of children is too slight to struggle for their deserving rights. Secondly, the figure, which Family Aid Subsidy delivery for children, fails to give minimum economy support to those children in needy.
