The Marine Water Quality Standards that issued by E.P.A. has the disadvantages of rough classification, indistinct boundary and numerous parameters. This makes the Marine Water Quality Standards hard to reflect relative pollution status. The aim of this paper is to establish a Coastal Water Quality Index(CWQI) model and then to combine it with a Geographic Information Systems(GIS). For this purpose, a survey by using the Delphi Method was executed in searching model parameters, scoring functions and the synthetic methodology. In the meantime, a Geographic Information System was constructed with the capability of dealing with coastal pollution from a data input to status present at this Geographic Information Systems. It is found that the model parameters are pH, DO, BOD, Cyanide, Coliform, Cu, Zn, Pb, Cd and Cr. Also, to distinguish the relatives of pollution, the minimum function is favored and recommended to synthesize the scores of the above parameters. The integration of GIS and CWQI provide plenty information to users in many aspects for combining advantages of GIS in data storage, query and display with the character of CWQI in acceptance.
