Summary:碩士 === 國防管理學院 === 資源管理研究所 === 83 ===   The purpose of the personnel system is for the organization to manage its members. The personnel system includes the members'' education, selection, employment, salary, welfare, insurance, training, advanced studies, transfer, evaluation, dismissal, retirement, consolation and other matters related to the management.   It has been a long time for the military organization to employ the civilians. However, owing to the lack of a satisfactory regulation regarding the rights and duties of the civilians, a well-planned personnel system still can''t be built up. The dissertation survey and analyzes the operation of the employment, evaluation, retirement and consolation of the civilians in the military organization and finds out the defects of the system by comparing with the employees of the public organizations.   By way of the systematic research and exploring of the civilian personnel system in the National Defense Organization, the purpose of the dissertation is to draw the management authorities'' attention on the existed problems and bring suggestions as reference for promoting the efficiency of National Defense Organization.
