It depends on different signaling systems to setup, release speech routes, and to charge.Signaling system NO.7(SS7) which posesses various kinds of advantages has become the standard and mainstream of signaling systems. The task of traffic quality control is to get telecommuni- cations network provides the best service in the most economic situation. So,to make physically measurement,assessment of traffic loading of network is necessary. Nevertheless, the parameter value of the traffic loading assessment model is related to the facilities of switching network, and affects the administration costs about personnels, machine rooms, equipments, etc. Therefore, it is very important to select the parameter value. This study is by way of discussing signaling system and traffic concepts, furthermore, using empirical study and statistical regression methodologies to measure and analyze both signaling messages of SS7 and speech route traffic of toll telecommunications in Taiwan. Firstly, verify the loading of SS7 signaling link. While the traditional signaling system is changed to SS7 in the future, thesignaling link can still bear the signaling trans- mission task of Public Switching Telephone Network(PSTN) under current SS7 architecture. Secondary, verify traffic loading of various kinds of routes theorotically and empirically. Additionally find the optimal parameter values of traffic loading assessment models. In consequence, the whole affections are decreasing circuit facilities about 5% in high route ,and decreasing circuit facilities about 2% in final route. Finally, design and implement physically a useful traffic management tool,including forcasting system and loading monitor alarm system, as more concrete contribution for the study.
