functions when used in different phase of IS development. In
system testing, TDB can certify the correctness and
consistency of software in verification and validation
process by uncover the hidden problems in systems. If
prototyping methodology is used in analysis and design phase, a
user oriented TDB can enhance user involvement in employs
iterative process to get the feedback from the
developers/users and modify intermediate product towards
satisfactory performance. In addition, when developing IS
with pakages, a user oriented TDB can be used in user
training and learning to make sure that pakages are perform
accurate functions in practice. Thus, how to construct a TDB
becomes an important issue in the imformation system planning
and development. Based on concepts of simulation and
statistical methods,the study analyze the fidelity of TDB.
In order to create the TDB a framework of TDBG (Test Data Base
Generator) is proposed. The components of TDBG is discussed and
a set of procedures to create TDB are described. The study
conducts a case study to illustrate how proposed
approach can be implemented. By applying the TDBG, a test
data base with fidelty and adequacy can be realized.
