In MPEG system, motion estimation methodology influences the transmission speed deeply. This thesis provides a new searching- times-adjustable algorithm and its architecture. During calculating motion error, we keep the difference between the minimum value and the second minimum value. According to the result, controller judges how many blocks to search in the next step. Therefore, we can save searching time. Finally, the algorithm is implemented by FPGAs(Field Programmable Gate Arrays). The simulation results show a good quality by visual perception and it reducescalculating amount.
