In this research, the author emphasizes on the analysis of the obviousity of the reveal government distri- butional weights. The analysis will focus on the distribution of the transportation investment in the North, Center, South and East regions of Taiwan. As a result , whether the transportation investment is emphasized on North region than South region or West region than East region will be concluded. First in the facet of user benefit of the transportation in- vestment,Hausman Theory is adapted in order to discerningly mea- sure the user benefit. Additionally,the coefficient of variance of the benefit will be estimated to reflect the conditional de- gree and the confidence interval. Moreover , in the weight value of the regional destribution, Probit Model in used in order to measure the weight value after the government starts the important development and plans. The results show that the government significantly do more effort on North region than South region and West region than East region as well. The ratio among these regions is 1 : 0.4775 : 0.2624 : 0.0813. Besides,after the input of more significant development in the future, the ration could be 1:1.7297:0.5549:0.0.
