碩士 === 淡江大學 === 歐洲研究所 === 82 === 1980年代, 可說是歐洲共同體(以下簡稱共同體)科技發展史上一個主要的 分水嶺, 科技政策被賦予振興產業的重要使命。科技發展的重要領域 : 創新、技術移轉與研究成果專利政策之理念, 在歐洲統合的發展史上留下 嶄新的一頁, 許多這方面的「立法」與「措施」企圖改變共同體的科技研 究環境, 使與經濟發展更加結合。本文研究之目的乃希望透過對共同體境 內產業發展、科技研究發展、創新與技術移轉所面臨困難之分析, 共同體 規劃創新、技術移轉政策及其對共同體經濟社會整合之影響與助益之探 討, 作為國人在執行科技研發、創新與技術移轉活動之參考。研究的範圍 主要以共同體「共同研究與技術發展」(Common Research and Technological Develompent; R&TD; 即一般所稱之 R&D)政策之創與技術 移轉策略為主, 共同體其他政策所構成的創新與技術移轉週邊輔導措施為 輔, 分六章敘述: 第一章旨在敘述技術進步與科技研究發展之關係, 分析 創新與技術移轉在工業落後國家與工業先進國家所扮演的角色, 及共同體 對共同研究與技術發展政策所持之立場。第二章則敘述共同體科技研究發 展政策近四十年 (1957 - 84)來的演進, 與共同體會員國經濟發展上所面 臨的各重困難與問題, 以瞭解共同體發展共同科技政策的重要性與用意。 第三章則敘述共同體共同科技政策現階段的組織運作體系、內容, 及其有 關擴散與使用研究成果之規定。第四章則針對共同體創新與技術移轉計劃 之內容作一敘述, 以瞭解共同體推動創新與技術移轉之原則與方向。除了 共同體的科技體系外, 第五章再針對創新、技術移轉較重要之週邊輔導措 施, 如: 金融輔導措施、智慧財產權制度及競爭制度作一敘述。第六章則 比較我國與共同體科技發展政策之差異及分析我國可採行之策略。 1980s, there was an important distinction in the history of the science and technology policy (S&T) for the European Communities (EC). S&T Policy was endowed with the responsibility to promote industry. The important field: the new idea about technology transfer and the result of R&D was patented was a new era in the history of the Euorpean integration development. Many actions for legislating and measuring were sought to change the S&T''s research enviroment in the EC and to give it more with the economic development. This theme of this thesis is mainly explored through the analysis ot the industry development, the S&T development, the limitations ecountered by the innovation and technology transfer, the for the innovation and technology transfer policy and their and help to the EC''s integration of the economy and society. the results of this thesis would be of reference value and be to the policy makers of our own policy. The scope of the discussion inclueds the innovation and trategies in the EC''s common research and technological policy (R&TD) and the other relative policies that are very to the said policy. This thesis is in six chapters: 1. the outline about the scienctific, technological developmemt. innovation and technology transfer; 2. the development of the EC''s R&TD policy; 3. the present stage of the EC''s R&TD policy; 4. the EC''s innovation and technology transfer programmes; 5. the other relative measures of EC''s innovation and technology transfer policy; 6. the practices of our own R&TD policy.
