There were three major factors that caused PRC to establish foreign relation with the EC in 1975─ 1.Some westerns held the intention of playing China card to link PRC and divert the Soviet Union when PRC came into conflict with the Soviet Union; 2.The transformation of American China policy; 3.The establishment of the relation between PRC and the indi- vidual EC member state. There are two questions about the transformation of the re- lation between PRC and the EC caused by Tienanmen Event: Are human rights the common basic values between the East and the West? What are the standards of human rights? The Western coun- tries regard the pursuit of democracy and freedom as human basic right and endeavor to defend it. But PRC considers this imple- mentation of democracy as internal political treachery, and requires the Western countries not to interfere in others' domestic affairs. That the EC and certain of the members of international society imposed economic sanctions on PRC is to punish PRC's violence by means of practical actions, and also to warn the other countries that belonged to Third World and had bad perfor- mance in human rights. However, according to the five criteria, the effect that the Western countries try to improve the human rights of PRC by dint of economic sanctions is very limited. Following the development of libralized world trade and re- gional group economy, the major influential factor of the inter- action of the bilateral relation between PRC and the EC will possibily depend on the subjects of economic affairs.
