The first was developed in Germany in 1889 during the rule of Bismarck and reflects the principles of insurance model; the second one was developed in England in 1942 by Lord Beveridge and stresses the importance of a National Assistance model.Existing national systems can be charactized by one of these two types. The Belgian, French and German systems were modeled along Bismarckian lines, and the Danish and British systems along a Beveridgean route.Each Member State of the European Community has different old-age pension schemes. All these systems reflect the economic and cultural levels,the ideological and political tradition of each Member State, so it is difficult to unify them. For this reason,Regulation 1408/71 was passed. The aim of Regulation 14 08/71 is not to harmonise Member States'' pension schemes but to coordinate their provisions in order to ensure that claimants''contributions in different Member States are aggreated for the purpose outlined in Article 51 of the Rome Treaty, and that persons entitled to benefits may collect them wherever they are resident in Community. The system is designed to abolish as far as possible the territorial limitations on the applications of the different pension schemes and improves the free movement of persons within the Community. The old-age pension schemes in West Europe have been implemented for one hundred years, but in Taiwan it is just begining.We can learn a lesson from European countries''experience,especially the solution when they face the problem of aging population and financial straits.Only when we draw up the pension scheme well, can the welfare of the elderly get protection,and then the of welfare state be achieved.
