The strategy of crisis management is to minimize costs and maximize benefits and even achieve permanent peace. This thesis discusses how the Bush Administration successful managed the Persian Gulf Crisis. Besides the introduction, there are five chapters in this thesis: 1.The theory of crisis management. 2.The reasons for the Bush Administration''s intervention in the Gulf Crisis. 3.How America used crisis management strategy in the Gulf Crisis: the use of carrots. 4.How America used crisis management strategy in the Gulf Crisis: the use of sticks. 5.Conclusion. Five lessons have been drawn from this study: 1.Employ a carrot and stick strategy with flexibility. 2.Never cut off channels of communications. 3.Crisis prevention is better than crisis resolution. 4.There should be a balance between means and ends. 5.In managing crisis, a small state should seek external support to deal with the other side.
