Summary: | 碩士 === 淡江大學 === 建築(工程)學系 === 82 === The J/D policy has implemented for over four years. Due to the
complaint about the inefficiency of J/D policy from private
sector, the evaluation of J/D policy is necessary for both
public & private sectors to make adjustment about
implementation. The primary purpose of this thesis is to
clarify the variables of J/D policy implementation, and to find
out the risks within. The result of such policy imple-
mentation could be evaluated by the cost-benefit analysis and
viewpoint of real estate development risks. Finally, the
thesis is expected to make a proposal about the improvement of
existing J/D policy, especially the procedures of imple-
mentation to reduce risks. To emphasize the impacts on the
private property development from the J/D policy, the BL14
Hulin station J/D project is taken as an example, becanse it is
much complicated but so far successful for both public and
private sectors. In conclusion, the policy implementation of J/
D must simplify administrative procedure, and enhance
techniques, and communicate / negotiate completely with target
group, in order to reduce the risk of decision making and
accomplish the objectives of policy. For different cases, the
policy implementation must remain flexible and adjustable.
