Distribution system serves as the connection between customers and the power system. The reliability of the distribution system has a great influence on the impression and confidence of customers. Distribution system covers a wide area and tremendous number of facilities. The system might have 90 % faults of the whole power system. How to indentify a permanent fault quickly and restore the power is an important factor concerning the service quality of an utility. It is also a most direct factor for customers to evaluate the reliability of the system. With the above mentioned characteristics of the distribution system and the way in handling power interruptions by the power company, this paper is trying to develop an efficient way to identify the outage facility of a feeder by the use of Geographical Information system (CIS). With the topological capability of the system and the UNIX enviroment provided by the GIS. The statistics of facility failure rate, the reliability model and the fault distance can be all used to find the feeder fault location. In addition, the GIS provides an user friendly Man-Machine interface which makes the fault identification processor much easier for dispatchers. It is an easy and practical way for dispatchers to collect and update the facility data, to operate with great visibility, and to process the fault very effectively.
