The research proposes a model of group competence set expansion to improve this fault; it merges cooperation game and competence set expansion soncept in order to include potential strategic and reach the benefit more. This model proposed here have the following advantages: (1) It can find the optimal the strategic combination of the game. (2)It consider the potential strategic. (3)It can find the optimal path of compoetence set expansion of each participator.
