The real time requirement of video services has demanded a high speed protocol processing. The ASIC design can help the development of such high speed inter- face. In this thesis, we design a SAR-T chip for supporting video applications over the ATM network. The chip implements the transmitter protocols of the AAL and ATM layer. The chip is mainly to fragment the video message into ATM cells. The chip also provides special cell generation function to recover the sampling frequency for maintaining the quality of services. The chip is dssigned with a 8-bit pipeline architecture to promote the segmentation rate up to 160 Mbps. And, it can interface the ATM network through the DS3 framer chip - PLPP. The SAR-T chip has been manufactured by using 0.8 um CMOS tech- nology with a die area of 4400*4400 um^2 and approximately 20000 transistors.
