Summary:碩士 === 淡江大學 === 歐洲研究所 === 81 === As the the Cold War ends, the advantageous environment has been created for the Republic of China's (ROC) pragmatic diplomacy, whose goals are not only the economic gains herein, but also the political ambition. The European Community (EC) has begun to implement its 1993 Single Market Plan, the EC countries are therefore the targets of the ROC's pragmatic diplomacy. Besides, as the substantial ties between Taipei and Washington and Tokyo have been almost enhanced to the utmost, it is evidently necessary to broaden ROC's ties with the EC. The research method is based on "Action-Reaction-Interaction" of international politics theory. ROC's history of substantial ties with the EC under a changing international system is analysed. For comparison, the target time 1985-1992 is divided into two, with 1989 a milestone. Besides hte introduction and the conclusion, the study is arranged in another four chapters. In the second chapter, R.O.C's position in the changing international system is analysed from the view points of international law, politics and economy. In the third chapter, given the competition between the ROC and People's Republic of China(PRC),the PRC is discussed as the main obstacle of R.O.C's substantial relations with the EC countries. In the fourth chapter, the impact of the European economic integration upon the ROC is dealt with. In the fifth chapter, the R.O.C's approaches to enhance substantial ties with the EC are brought forward, emphasizing the pragmatic diplomacy making and its effects on the EC countries. To sum up, if Taiwan keeps strengthening its economic power to implement the flexible diplomancy as well as tries its best to build ties with the EC. Furthermore, if the PRC can be the target of the ROC's pragmatic relations, it will benefit Taiwan in promoting the substantial ties with the EC countries.
