mainly provided for the people who can''t afford the houses
available in the market.When reviewing the role of public hou-
sing in Taiwan , We found that the sales of public housing
always fluctuate with the real estate market . In the booming
periods, the demand for public housing often increases rapidly
and the supply is unable to meet the demand. In the depressed
periods, on the contrary , the public housing then encountered
with poor sales. These phenomenona indicate the public housing
in Taiwan seem to be marketable products in some sense,thus it
shouldn''t be omitted in the consideration of the situation of
housing market. Neverthless,the former public housing
developments in Taiwan were usually policy-oriented and lacked
the full understanding of demand-supply dynamics in the housing
market.It led to" the supply outstripped the demand "of
public housing in 1981 to 1986 , and "the demand outstripped
supply" in recent years,the two kinds of extreme situations.
Base on these, this study tries to introduce the concepts and
frameworks of housing market analysis into the public hou- sing
planning process. So that the public housing authorities may
consider the housing market dynamics into their plan and
provide proper public housing at the right time , so as to im-
prove the efficiency of public housing development.
