Some people think that the more obj- ective and specific the performance criteria are the better is the assessment. On the other hand, some other people think that there are many important attributes of effective performance which cannot be reflected in nor rated with figures; but base on subjective judgeme- nt. Indeed, it is an argument between subjectiveness and objectiveness. As for performance criteria, they can be viewed in two aspects, i,e. output ratings and managerial merits. Output ratings are criteria which can be quantified, such as profitability, market share, rating among competitors, grow rates (comparison agai- nst figures of the same period in the previous year)... while managerial merits cannot be quantified and cannot be used to measure the performance of an business oper- ation. These are, for example, profit center, budget , target of sale grow rate, staff turnover,effecti- veness of organizational structure..... The first 3 chapters of theis study will make an analysis on the characteristies of the construction industry, operation environment, norms and performance rating of local construction. The following 2 chapters will try to rationalize of an business operation in order ng the performance of an business operation in order that our construction industry can understand how it is performing and how far it is still away from its optim- ization. The final conclusion and recommendation will draw a conclusion basing on the ways of appraising an busin- ess operation reviewed in this study; and will make some general recommendations for the reference of our locat participants in the construction industry when making their operational decisions.
