The failure of a public work project usually causes the massive loss of life, property, as well as, the damage to the environment and community, The research in this area is needed to be developed extensively in Taiwan. Therefore, in this study we are trying to address the frequent subjects in risk management along with the charac- teristics of engineering construction environment in Taiwan. We also use cases study to illustrate the appropriate methods and techniques of risk management for local public projects to provide the reference and application for public work mangement decision making. Scope of study includes risk indentification, risk analysis, and risk treatment. The risk indentification is to investigate the risk recognition and indentification. The risk analysis is to study the potential hazards and losses with the possible public construction project failure. Its risk calculation is to study the calculating method for accounting each uncertain factor that causes public construction project failure. Deci- sion Making is to investigate the uncertain risk faced by public construction projects and provide a method for risk handling and decision making, and it presents the way of deciding the re- quired rate of return associated with the construction project. Risk treatment is to find better measures to fend off the mal- practice in local construction bidding process, cost estimating and engineering change in order to reduce construction project risk.
