Because of the fast progress in computer technology, the disputes over ignorance of IPRs in the computer industry are heating up. This research aims on finding out how IPRs are viewed by the R&D personnel from the computer industry, by personal interviews and mail survey. The results of the study presented as follows : 1.The perception of legislation and implementation of IPRs. Generally speaking, most of R&D personnel do not have much confidence in the legislation and implementation of IPRs, especially regarding the technical ability of the people who are responsible for these tasks. 2.The personal interests versus professional ethics. Although most of the R&D personnel care about the recognition of their peers, they consider their personal interests before the professional ethics. The above results are statistically significant for the R&D personnel with the variables of high education, 3-5 years seniority, or working in a big company. To handle the disputes over IPRs effectively, and to promote the international image of Taiwan, we have to set up more forward-looking protection regulations of IPRs and make them authoritative. The computer industry should extend their vision topursue long-term benefit instead of short-term gains. Finally, emphasis on ethics between company and the R&D personnel is one of the best ways to protectIPRs.
