Summary: | 碩士 === 國立臺灣大學 === 商學研究所 === 81 === This thesis investigates the possible factors that may influence the production of a request for proposal ( RFP ). The case selected for study is the development and establishment of a laboratory information system in a
large integrated hospital with a strict hierarchical organizational culture. For the external acquisition of a system, a comprehensive and appropriate RFP can not only produce the possible dispute between contractor and contractee but it can also increase the user''s satisfaction. However, it is by no means easy to work out a comprehensive RFP. For an information system demanding highly specialized knowledge --like the case studied in this thesis, a great many dedicate difficulties are expected to be encountered. Mainly by comparing two RFPs proposed by different parties,
this thesis identifies and explains some key influencial factors, including the characteristics of the laboratory system and information technology, the processes of communication and coordination, the content and specificity of the reference documentations, and the background of the people involved. THis thesis suggests that it is essential to invitemulti disciplinary parties to work together as early as possible for the preparation of a comprehensive RFP.
Another important finding regards the role played by the information system department. This department may impede, not facilitate,the computerization of the hospital, if it is self-centered and if it is very unfamiliar with the operations of other departments of the hospital and, for being within the hospital''s organizational boundary,cannot keep abreast of the progress of information technology. To prevend this situation from taking place, this thesis proposes that appropriate actions for personnel recruitment and performance evaluations be taken.
