碩士 === 國立成功大學 === 都市計劃研究所 === 81 === The purpose of the thesis discusses the problems of development in Taiwan,compares experiances of rural develop- ment and planning system in Great Britian and finally ? constructs a reasonable planning system which include plan- ning hierarchy , planning departments and the tools of development control . This study explores the properties of rural resource , reviews theories of rural development and plannig system,and the role of rural area in a region . The rural development problems in Taiwan are inviestiged using comparative anatysis with British experience. Finally a rational planning system is constructed with the following suggestion: 1.The resources in urban and rural areas should complement each other so as to provide a comprehensive regional function and enhance a balanced development.A region ,urban or rural , should be planned according to its resources characteristies 2.In order to protect and maximize uses of rural resource, tools of control shoululd be practiced . The plannin permission in Great Britian is a good example. 3.The system problems of rural development in Taiwan is used to the different management system in urban and rural areas 4.To solve the problems of rural development and urban-rural development, the planning system should not be divided. Rather all resurce should be integrated. Therefore,the planning hierarchy should be Nation Deveolpment Policies , Comprehensive Plan and Local Plan.
