Due to the limited land resources and there is no stipulated acts in our country , the local land exchange prices are rapidly rised upon the act of constructing Western Coastal Express High Way is announced . This thesis is taking An Ping and Nan districts as a case study to develop the drawback of this tendency. Firstly introduce the background of Tainan City , including the population、estate、land use、and traffic transportation .Fu- rthermore , to analyze the actual alternation for the An Ping and Nan districts in the passing years by before ﹠ after method 、w- ith ﹠ without method. The rising of land price along Western Co- astal Express High Way is caused by people anticipate some profit which will be come up with the accessibility after WesternCoastal Express High Way is constructed. Therefore , this thesis confirms the close concern between the land price and accessibility by a data analysis. For further explanation , there is aform of survey included. Due to the unreasonable rising of land price , this thesis proposes six policies for resolving the problems of public land acquisition , and the harmful result caused by the rising of land price.Sinmultaneously, I sincerely expect this study will be not- iced by our government conerned and may assess its availability.
