INTRODUCTION I. The Motive And Purpose The costs contribution of urban renewal are tremendous. But, from the Municipal Finance point of view, it is necessary to analyse the Fiscal Impact which would make local government to understanding the variation of population and various activities after implementation of the renewal project, and still with definitely cause more on public expenditures and might be generating considerable revenues, thus, enableing the public sector to deeply understand the benefits to be received from investing on urban renewal. II. Case Studies The analysis of eases are: Jaur-An District, Ba-Der District and Leon-Shiang District in Taipei. III. The contents, Method and Procedure The flow chart of this study shows in Fig. 1-3-1. The contents and method are briefly as follows: 1. Relative theories and literatures review 2. Definition of this study and it''s basic informations establishment 3. Emperical study 4. Conclusion and suggestion B. THE ANALYSIS OF FISCAL IMPACT ON URBAN RENEWAL I. The Analysis of the Impact of Urban Renewal on Public Expenditures 1. In case of Taipei, the impact of urban renewal on public expenditures are as follows: (1) The governmental expenditures incured for carrying out urban renewal project. (2) The derived demand Increment on governmental services, caused by the increment of population and activitives after renewal. 2. The public expenditures are much Influenced by the residential use of specific renewal district. II. The Analysis of the Impact of Urban Renewal on Public Revenues 1. In case of Taipei, the public revenues caused by urban renewal are: Real Estate Tax, Business Tax and Miscellaneous Revenues. 2. In the long run, public revenues have closer corralation with non-residential use and scale of specific renewal district. III. The Analysis of Net Fiscal Impact of Urban Renewal 1. In the first year, the fiscal effect of those three districts are all in negative, but the disadvantageous effect of non-residential use is less than the resiential use. 2. In the long run, the fiscal effect on those three districts will still be negative, except the Jaur-An District. But it will still be advantage-ous to non-residential use. C.CONCLUSION 1. Urban renewal would able to increase Municipal Revenues. But the Municipal Expenditures are not to be decreasing, since the public expenditures will also be influenced by the population, activities increment and the capacity of existing public. services in those districts. 2. The increment amount of public expenditures generated by urban renewal mainly depends on the pattern of residential use in specific renewal district. 3. In the first year, public revenues generated by urban renewal depending on Real Estate Tax. In the long run, it will depend on the revenues generated by non-resiential use. 4. In the first year, the reason why the net fiscal impact is negative is mainly because that revenues could not able to cover expenditures. 5.
