In its theory of development the essantial decision or success and failure is technic. 　　2.The strong tendency of protectionism and Nationalism of Resourcese. 　　3.The threaten of rapid industrialization of the under developed nations. The only way to maintain the active development of our economic is to advance in a higher degree in technec. In view of this, the Executive Yuan announced on May, 1979. "The plan of the development of technic and science", this is the first time for our contry to have more obvious and concrete policy on technic and science for the years past. And that shows, the government which consider the develop of technic and sciance are important. 　　At first, this article analyzed the technical transfer to the advanced nations and underdev elopoed nations in order to know its difference, then with further explored of technical transfer on Japan and Korea in order to find out the best way of advance in a higher degree of our country and also compare with the schedul of "The plan of the development of technic and science" for reference. At the same time I will put forth the problem of what we have found in visting in domestic business enterprise and reference data with professor Lin □ for suggestion.
