Geometric model generation and load definition for 2D-Grid and 3D finite element (FE) models are streamlined by developing computer programs, and generation/definition time is drastically reduced. Two-dimensional grid model calibration is automated. Six typical steel stringer highway bridges (in operation) are used for modeling, testing, and calibration. The generated models are used to simulate x-brace and unintended composite action losses, which are believed to happen prior to reaching the rating load of a bridge. The rating factors for each model are obtained using different model types (i.e., 2D-Grid and 3D-FEM), modeling levels (i.e., nominal and calibrated), rating methods (i.e., ASD and LFD), rating levels (i.e., inventory and operating), and rating conditions (i.e., "as-is", "x-braces loss", and "composite action loss"). The rating factors are compared and conclusions are drawn. Calibrated 2D-Grid model based rating factors are close to calibrated 3D-FE model based rating factors. Grid models are easier to model and calibrate while 3D-FE models are more flexible in identifying most critical members as well as simulating loss of unintended composite action and similar phenomenon. In addition to 2D-Grid and 3D-FEM based linear analyses, 1D-nonlinear rating alternatives are investigated using collapse analysis, and the resulting rating factors are compared against those obtained from linear models. Furthermore, rating formulas based on "punching shear" and "one-way slab bending" are developed and used to rate the six bridges used in this study. For some of the bridges, the engineering checks are found to be more critical than the minimum 3D-FE model based rating factors while for other bridges the rating factors have similar order of magnitudes.
