This study considers the capacity of federal legislation to impact local population levels by forcing childrearing change. Childrearing controls, inherent within federal law, are identified in congressional legislation specific to U. S. reservation populations. Quantitative and qualitative methods are used in the analysis of federal policies that restrict ten specific aspects of childrearing, and of temporal correlates in declines in population levels at the Pine Ridge Reservation.
