Nationally, more than half of convicted youth are sentenced to incarceration. Given contemporary efforts to prevent adolescents from experiencing the negative consequences of incarceration, it is critical to empirically assess and document the impact of juvenile transfer. Relative to sentencing outcomes and recidivism of transferred juveniles, evidence regarding their institutional experience is lacking. This study sought to fill this knowledge gap by examining the experiences of teenage inmates in the prison system of a Midwestern state. To this end, institutional records, demographics, and profiles of inmates admitted to state-run adult and juvenile systems from 2011–2014 were retrieved. The data consisted of three groups of approximately 2,400 individuals sampled by age and institution: teenage inmates housed in an adult prison, teenagers housed in juvenile residential facilities, and young adults housed in an adult prison. Samples were matched in terms of demographics, risk, and other covariates related to the odds of program participation and official reports of misconduct. Based on the founding principles that govern the juvenile and criminal justice system, teenage inmates are expected to fare poorer in terms of treatment program involvement and officially reported misbehavior in the criminal justice system. Propensity score analysis results and weighted regression models have partially supported this hypothesis. Compared with young adult inmates, teenage inmates are not limited in access to institutional programs. Moreover, they are more likely to be involved in programs that target reducing criminogenic needs relative to offenders of the same age in juvenile residential facilities. Nonetheless, the teenage inmate group confined in the adult prison exhibited the highest involvement in misconduct based on official reports, even after controlling for between-group characteristics.
