These ad-hoc decision situations invite a decision structuring exercise in which the problem is formulated, criteria and sub-criteria identified and a weighting system derived before the decision is made in the field. This study deconstructs an ad-hoc decision-making process used by emergency responders for the disposal of animal carcasses following a scenario-based incident of agricultural terrorism.
