City life is deteriorating due mainly to rural-urban migration. Results of community self-help and participatory projects based on available local resources to contain the populations in rural areas have been mixed. The study focuses on the Department of Community Development in Cameroon. Founded for rural development, it is shifting its practice to urban concerns. Urban planning bias, dwindling funds for rural development, lack of employment opportunities, and education and health facilities pull the populations away from the rural to the urban sector. This study examines information about key events in the history of the Department of Community Development in Cameroon (1961-2004) and links these to the population trends, politics and government, and the socio-economic evolution of the country.
