The 8,800 feet (2,700 m) landmark was built of precast, post-tensioned segmental box girders. The main span is a 1225 feet cable stay span with a single plane of stays and a single pylon. The bridge opened to traffic on June 24, 2007 and was monitored throughout construction and service life by the University Research Team (URT) composed of faculty and students from the University of Toledo and the University of Cincinnati. </p><p>The VGCS was designed to last over 100 years. To understand the rate of change and the nature of the changes, a good set of data establishing the condition at the beginning of the service life is necessary. A truck load test was conducted before the bridge was opened to traffic. Some structural members have been changed since the first truck test, so a nondestructive truck load test was conducted again in October 2009 to evaluate the performance of the bridge. The experimental results from this truck load test were compared to the first truck load test conducted before to check the bridge performance. The analytical results from a finite element model which was set to be the baseline was compared with this experimental truck load test. This model was examined if it still can be used as the baseline without any changes. Together with truck load tests and the analytical model, the structural baseline of the bridge can be achieved.</p><p>The load rating is an effective way to evaluate the maximum live load capacity of the structure. The experimental load rating of the VGCS was analyzed based on this time truck load test. The four chosen instrumented segments were load rated to show the capacity of this bridge. The rating process was based on AASHTO and ODOT bridge design manuals.
