Public housing could be one of the most fundamental solutions tothis enduring problem, although the method used to provide the housing could be quitediverse. In the past, most of the problems of public housing were approached with simplestructural solutions, but there was some consensus that a more comprehensive approachwas needed. The HOPE VI program represents an attempt at this type of approach; itaims to address not only physical redevelopment of public housing, but also the socialissues in public housing communities. HOPE VI has been the subject of self analysis andstarting in the late 1990s of academic investigation, but a comprehensive analysis of thechanges that the program created in urban neighborhoods is still lacking. This thesisposes two major questions. How has the HOPE VI program been evaluated? Whatchanges has it created in urban neighborhoods?I analyzed this program with basic quantitative techniques and mapping technology.The findings suggest that HOPE VI has made public housing neighborhoods lesspopulated, less poor and somewhat more racially and ethnically diverse. Other researchis reviewed that suggests these changes were the result of significant displacement of thepoorest public housing residents.
