Education Policy Education as the `great equalizer' remains an ideal in America, rather than the reality. From early childhood through adulthood, students from lower family incomes have significantly lower rates of success. The value of increases in educational opportunity for individuals, and to society, cannot be understated. Despite evidence that institutional barriers inhibit student achievement, Ohio continues to govern preschool, K-12 and higher education separately, with overlapping regulations from the federal level. The purpose of this thesis is to identify how the rise of neoliberalism furthered as well as constrained P-16 pipeline implementation.
