Environmental Science Natural Resource Management Agriculture Water Resource Management Market-based mechanisms are increasingly seen as a solution to managing environmental problems like water quality and availability (Grieg-Gran et al. 2005). The U.S. Environmental Protection Agency (EPA) has promoted the concept of water quality trading (WQT) “as an innovative approach for achieving water quality standards with flexibility and economic efficiency” (EPA 2003, p. 1). WQT programs can have significant benefits by lowering costs for addressing the threats to water quality. But WQT initiatives and plans have been experiencing a slow start and high levels of nonparticipation on the part of targeted polluters. Motivating non-point sources (NPS) of pollution like agricultural producers is an important challenge to the success of WQT. Levels of trust on the part of potential NPS participants such as farmers, and communication barriers between the NPS and local government agencies could also affect the progress and implementation of trading plans (Breetz et al. 2005). Since WQT is a relatively new approach, there is a lack of in-depth research that examines how factors such as socioeconomic status variables and trust could influence the involvement of NPS actors such as farmers in WQT programs. This study focuses on these key issues. The two main research questions that this study addresses are: 1) what are the relative effects of socioeconomic variables and trust on the participation decisions of farmers in a Water Quality Trading Program implemented in Ohio? 2) Do socioeconomic variables influence farmers’ levels of trust toward local government offices and staff in charge of implementing WQT programs? By answering these two main questions, this research contributes to understanding the effects/influence of socioeconomic variables and levels of trust on participation/non-participation decision making of NPS farmers in WQT programs.
