This thesis analyzes Hab 2:4 along with the preceding three verses and the rest of the book of Habakkuk. This analysis is conducted in light of the kingship and council of Yahweh, closely related institutions which frame the issues raised by the book of Habakkuk and lay the foundation for an analysis of 2:1-4. The kingship of Yahweh demonstrates the link between Yahweh's battle with the sea in Habakkuk 3 and the problem of injustice raised in in Habakkuk 1, while the council of Yahweh provides an important backdrop to Habakkuk's intercession in ch. 1 and to the messenger-witness of Hab 2:1-4.
