Fresh water resources have an important role in the economic and social development of societies. For this reason it is very important to protect and manage these resources in ways that assure their availability in the long run. Therefore, countries are trying to find the best methods to manage water resources.</p><p>Privatization has been proposed as a possible solution to certain problems associated with the provision of water to customers in municipalities. It is believed that such privatization enhances conservation of water, induces efficiency in the production and distribution of water, and provides better service to customers. On the other hand, some people oppose this privatization, claiming that the increased prices of water often result in having adverse distributional (or equity) impacts upon customers with low incomes.</p><p>The pros and cons of privatization of water supplied by municipalities in both England and Wales are addressed in this thesis. Many services in England and Wales, including the water industry, were privatized in the late 1980s when Margaret Thatcher was Prime Minister. Mrs. Thatcher tried to move some of the responsibilities and expenses from the public to the private domain. Most of the data and literature described in this thesis were collected during the summer of 1999 when the author had an internship at Yorkshire Water Company at Halifax (UK).</p><p> The performance of the ten water companies that were privatized in 1989 is discussed in terms of efficiency, conservation, equity, water quality, and customer service. The performance of the ten water companies along the lines of these criteria before and after privatization is compared in an attempt to determine the results of privatization.
