A framework is proposed that identifies and describes those elements and dimensions within the communication environment of an organization that facilitate effective assimilation of a new communication technology. This framework consists of three overlapping dimensions of utilization: the technological, organizational, and individual. All three dimensions comprise a communication infrastructure that is influenced by the following six pervasive issues: (1) the rationale for implementation; (2) access to the technology; (3) expertise in use of the technology; (4) co-creation of a new communication environment; (5) norms, rules and expectations; and (6) communication protocols. The elements and dimensions combine to create a framework of telecompetence.</p><p>Three sets of data were used to explore and add clarity to the framework through organizational experiences based in the implementation of videoconferencing technology as a form of telemedicine within the health care environment. The organizational experiences were applied to the framework and took three general forms: a case study, a set of interviews of individuals within the case study, and a set of interviews with individuals at programs external to the case study.</p><p>The data analyzed from the three methods give support and voracity to the framework proposed. The implementation of new communication technologies create new contexts for communication. In doing so, a newly created, virtual organization is formed that is comprised of all of the organizations that make up the network. Each organization must adjust its own communication infrastructure to adapt to the implementation of the new communication technology, and a new communication infrastructure is formed.
