The paper begins by exploring the theoretical approaches, advantages, and disadvantages of the two-level game in international relations literature. The paper then addresses two case studies – Russia and Serbia – and their reactions to the secessionist movements within their individual territories. Following the case studies, a further explanation of the two level game played in the case studies is explored.
