Harvest regulations were set based on prairie populations and habitat conditions. Earlier harvest derivations were done when most of our survey information came from the mid-continent. Production in U.S. prairies has been greater than Canadian prairies in recent years. Mallard populations also have expanded eastward and called attention to production areas outside of the mid-continent. Recently breeding population surveys were started in the western U.S., Great Lakes, and northeastern U.S. I re-analyzed harvest derivations in the United States to determine recent (1990-1997) changes associated with new breeding population data that better reflects the current size and distribution of North American mallards. Harvest derivations in several states in the Central and Mississippi Flyway increased (10-38%) from northern Great Plains, while decreasing (10-17%) from southern Saskatchewan. Harvest derivation changes were positively associated with population changes. Some differences in harvest derivations reflect real changes but there were also effects related to banding distribution. This presented a greater problem in states that harvested a large proportion of their mallards from northern Saskatchewan-northern Manitoba-western Ontario with poor banding representation, and the Great Lakes and mid-Atlantic region where banding effort was not evenly distributed. Increased banding effort in Wisconsin was associated with an increase in the numbers of mallards Wisconsin harvested from the Great Lakes region. Simulated harvest derivations for Illinois, North and South Dakota, and the Mississippi Alluvial Valley showed decreasing trends in mallards harvested from the Canadian prairies and recent increases from U.S. prairies during 1966-1998. Simulations showed harvests derived from eastern North America increased at a slow pace for Ohio, Illinois, and the Mississippi Alluvial Valley. Simulations using age ratios that varied from 0.7 young/adult to 1.4 young/adult resulted in harvest derivation changes of 5-6% in Illinois, North and South Dakota, and the Mississippi Alluvial Valley. Productivity simulations in the Canadian prairies had the greatest influence on harvest derivations in the Mississippi Alluvial Valley. North and South Dakota harvest derivations were most influenced by U.S. prairie production. Illinois harvest derivations were equally dependent on changes in U.S. and Canadian prairie production, while Ohio harvest derivations were most influenced by production in eastern North America. Harvest derivations supported the current delineation of eastern mallards for adaptive harvest management. Flyway harvest derivations provide information for further delineation of breeding populations important to each Flyway.
