This study seeks to identify how hybrid warfare, as practiced by the Russian state, is employed by the Russian Federation to achieve its geopolitical interests and by what mechanisms or tactics Russian hybrid warfare achieves its goals. From the qualitative comparison of several cases of Russian incursions, specifically into Georgia, Ukraine, Bulgaria, and Syria, it is observed that Russian activities are characterized by distinct phases denoted by the state's reliance on, or the addition of, a distinct mean of political achievement by which the Russian state then relies on to accomplish its goals.
