Hebert, MD</p><p>Background: The most commonly used quality measure for hypertension implies that measurement of quality is a question with a binary response. The Health Plan Employer Data and Information Set (HEDIS) measure indicating whether or not the most recent office blood pressure (BP) is less than 140/90 mmHg does not reflect the true relationship between BP and risk of cardiovascular events. Since the true relationship is continuous, a continuous quality measure may be preferable.</p><p>Objective: The objective of this study is to present the case for the use of the most recent office systolic BP, reported within quartiles of the baseline value, as a measure of quality of care for hypertension. </p><p>Research methods: Data from the Multiple Risk Factor Intervention Trial is used to demonstrate the advantages of the proposed measure. </p><p>Results: The standard binary measure incorrectly labels those patients with higher baseline BP as having received lower quality of care.
