It is a case study of the PACE Association – a private, nonprofit organization which was formed and operated in Cleveland, Ohio for the purpose of influencing the direction of urban, educational reform during the 1960s. This dissertation examines the scope and effectiveness of the PACE Association and its relationship with the Cleveland Public Schools and the Greater Cleveland community. This study explains how the PACE Association’s status in the community both empowered and hindered its effectiveness in the schools. Chapter 1 provides the background and setting of the study, both locally and nationally. Chapter 2 examines the reasons for the formation of the PACE Association and the key players involved. It also explains the role of Cleveland’s philanthropic and business community in the creation of the organization as well as on the PACE trustees’ initial reform emphasis. In Chapter 3 I explain the role of the PACE Association in engineering the appointment of a new superintendent for the Cleveland Public Schools and how that appointment led to a greater role for the PACE Association in the schools. Chapter 4 examines the school segregati on crisis of 1963-1964 and the PACE Association’s involvement in solving the crisis. As an organization with a mandate to confront the problems of education in Cleveland, the PACE Association’s early approach to the problem of school segregation was less than decisive. In Chapter 5 I explain how the change in the PACE Board of Trustees and executive director influenced a change in direction and concentration of the organization. PACE became much more interested in integration education. Its emphasis on educational reform based on integrated education led PACE’s primary funders to withdraw support. Chapter 6 examines the PACE’s inability to work with the Cleveland Public Schools superintendent and the lack of support by Cleveland’s business community and PACE’s demise in 1974.
