This prospect has caused considerable concern within the international community. Various attempts have been made to establish systems of control over the development and application of this new technology. The United Nations Committee on the Peaceful Uses of Outer Space has become the focal point for these regulatory efforts. Two of its subsidiary bodies, the Working Group on Direct Broadcast Satellites and the Legal Sub-Committee, have engaged an internation-al legislative process with the purpose of creating a regulatory framework (principles) guiding future activities in the field of direct satellite broadcasting. It was the purpose of this study to trace the history and current status of the United Nations' involvement in the regulation of this new tool of communication. At an analytical level, the study investigated the nature of the legislative process itself and established the relative positions of the Committee's member countries on some key issues. It was found that a majority of states is committed to a "legislative" approach that involves the positing of norms and rules while a minority prefers an "operational" orientation which advocates their development on the basis of actual practice.
