Educational Leadership On a limited scale this study has attempted to identify differences in reference group perceptions about school administrators and to develop a technique for reviewing various administrative role expectations in a school system. The problem examined in this study has been twofold. First, the study has attempted to determine if the simulated credentials, when limited to one school system, can reveal the relative importance of the several administrator characteristics that are identifiable in related research. The second part of the problem was to study the consistency in the rankings of the three reference groups--students, parents, and teachers. The consistency of reference group rankings were studied in relationship to specific administrative positions, to internal consistency within each reference group, and to the overall comparison of rankings by the reference groups. Ten simulated credentials composed of various inter-related administrator characteristics were presented to these reference groups. The rater was asked to assume a quasi-hiring role, in wluch his task was to rank the ten credentials in decending order from one to ten. The simulated credential ranked number one was to represent the administrator he would most like to hire for a particular administrative position, while the credential ranked number ten represented the administrator he would least like to hire for the same position. It was determined through the use of Kendall's W that the inter-rater agreement for each reference group was low with each administrative position (the highest was .223 out of a possible 1.00). The chi-square test for significance was used to determine if each Kendall's W represented a significant agreement between the raters, and it was determined that although each Kendall's W was low it was highly significant. It was assumed in this study that the rater's level of involvement would motivate him to make a careful study of the characteristics appearing in the credentials. It was further assumed that the rater would rank the credential he liked most as number one, and rank the credential he liked least as number ten.
