The Toe River Arts Council (TRAC), located in Western North Carolina is looking to create an Artist Resource Center that will benefit and link area artists to realistic needs and skills that will help their careers move forward in the craft world today. The Toe River Arts Council believes the arts should be an integral part of individual and community life and works as a bridge connecting the two (TRAC, website).
