This thesis explores the question of who is responsible for a crime that has claimed the lives of close to l million Rwandese and continues to be Rwanda's scourge. The thesis focuses on the most recent 1994 genocide in a historical context. It blames the traditional Tutsi monarchy, European colonialism, Hutu political extremists and both the indifference and inappropriate response of France, the United States and the United Nations for the evolution of the current crisis in Rwanda.
